On August 22, 2025, the second plenary meeting of the Anhui Provincial Supply Chain Standardization Technical Committee was successfully held at the International Institute of Finance. The meeting was conducted in a hybrid online and offline format. It was jointly hosted by the Anhui Key Laboratory of Digital-Intelligent Supply Chain and the Anhui Modern Service Industry Federation, with co-organization by Hefei Vitron Information Technology Co., Ltd., Anhui Huishang Logistics Co., Ltd., and Hangzhou Xunyi Network Technology Co., Ltd.
In attendance were leaders including Professor Yu Yugang, Chairman of the Anhui Provincial Supply Chain Standardization Technical Committee; Wen Jiaquan, Director of the Standardization Department of the Provincial Market Supervision Administration; Xu Hesheng, President of the Provincial Modern Service Industry Federation; Zhou Debing, Director of the Trade and Service Department of the Provincial Development and Reform Commission; Wu Rui, Deputy Director of the Artificial Intelligence Office of the Provincial Department of Science and Technology; He Yuhao, First-Level Researcher at the Electronic Information Department of the Provincial Department of Industry and Information Technology (Provincial Optical Storage Office); Lu Yujie, Third-Level Researcher at the Provincial Department of Ecology and Environment; and Chen Xudong from the Comprehensive Coordination Group of the Provincial Automobile Office. Members participating online included Professor He Mingke, Chairman of ISO/TC 344, Professor at Beijing Technology and Business University, and Committee Advisor; Professor Song Hua, Expert of the Domestic Technical Working Group of ISO/TC 344, Professor at Renmin University of China, and Vice Chairman of the Committee; Professor Zhao Lindu, Chief Professor at Southeast University and Committee Advisor; Professor Hao Hao, Expert of the Domestic Technical Working Group of ISO/TC 344, Professor and Dean of the School of Economics and Management at Shanghai Second Polytechnic University, and Committee Member; and Professor Feng Gengzhong, Professor and Dean of the School of Management at Xi’an Jiaotong University, and Committee Member. Additionally, representatives from over 30 organizations, including the China Electronics Standardization Institute, Inspur Electronic Information Industry Co., Ltd., Anhui Zhongji Guoyi Medical Technology Co., Ltd., iFLYTEK Co., Ltd., and Anhui Huishang Modern Supply Chain Technology Co., Ltd., attended the meeting. Dr. Cao Shilei, Committee Member and Deputy Director of the Anhui Key Laboratory of Digital-Intelligent Supply Chain (Think Tank), presided over the meeting.
Phase One
In the first phase of the meeting, Wen Jiaquan, Director of the Standardization Department of the Provincial Market Supervision Administration, and Xu Hesheng, President of the Provincial Modern Service Industry Federation, delivered speeches. They fully affirmed the Committee’s achievements and expressed high expectations for future standardization development. Leaders from various specialized task teams provided guidance and suggestions on industrial demands, policy support, and the implementation of standards to facilitate industrial upgrading.
Professor Yu Yugang, Chairman of the Anhui Provincial Supply Chain Standardization Technical Committee, presented a report on the Committee’s operational status and outlined future work plans.
During the session on sharing and discussing Anhui provincial local standard projects, leading units such as Hefei Vitron Information Technology Co., Ltd., Anhui Huishang Logistics Co., Ltd., and Hefei Songba Feihe Low-Altitude Logistics Co., Ltd. shared insights on the background of relevant standards and their significance for Anhui’s industrial development.
Phase Two
The second phase focused on discussions of national and international standards. Representatives from the China Electronics Standardization Institute and Inspur Electronic Information Industry Co., Ltd., among others, shared updates on national standard projects related to smart supply chains. The China International Science and Technology Promotion Association reported on the progress of the pre-research project for the international standard “Life Cycle Events: Information Models and Services”.
Phase Three
The third phase consisted of a closed-door seminar. Centered on the theme “Standards Leadership • Intelligent Chain Integration • Innovation Drive,” experts engaged in in-depth exchanges on topics such as “Supply Chain Industry Transformation and New Standardization Needs Driven by AI,” “Enhancing Supply Chain Visibility, Collaboration, and Risk Resilience through Standardization,” and “Accelerating the Industrialization of New Technologies and Business Models.” Speeches were delivered by Professor He Mingke, Chairman of ISO/TC 344 and Committee Advisor; Professor Song Hua, Vice Chairman and Professor at Renmin University of China; and Zheng Yuyan, Deputy Secretary-General of the Committee and Director of the Anhui Institute of Quality and Standardization. Discussions extensively covered international standard formulation, the Committee’s future development, and collaboration with Anhui’s industries.
In his concluding remarks, Chairman Professor Yu Yugang noted that the meeting was substantive, featured deep exchanges, and achieved the intended outcomes. On behalf of the Committee, he expressed sincere gratitude to the leaders, members, and participating organizations for their support and highly commended the phased accomplishments of various specialized task teams, enterprises, and research institutions in supply chain standardization. Professor Yu outlined the following key priorities for the Committee’s next steps:
1. Continuously improve the supply chain standard system, accelerate the development and application of standards in key areas, promote deep integration of standards and industry, and support the digital transformation and intelligent upgrading of Anhui’s supply chains.
2. Strengthen alignment with national and international standards, actively learn from advanced experiences, and support leading enterprises, universities, and research institutions in leading or participating in high-level standard formulation to enhance Anhui’s influence and voice in the supply chain field.
3. Enhance talent development and international cooperation, leverage the resources of professional committees, universities, and laboratories to conduct standard training, thematic seminars, and international exchanges, and build a high-level, open standard ecosystem.
4. Fully utilize the role of the Provincial Supply Chain Standardization Technical Committee by ensuring that standard formulation closely addresses industrial needs, highlights innovative value, and strengthens practical foundations, while leveraging policy and expert resources to achieve high-quality implementation of supply chain standards.
He also called on all members and organizations to maintain pragmatic cooperation and joint efforts, using standardization as a driver to promote the deep integration of supply and innovation chains, and contribute significantly to accelerating the development of Anhui’s modern industrial system and achieving high-quality development.
Summary
Since its establishment, the Anhui Provincial Supply Chain Standardization Technical Committee has actively coordinated and advanced standardization efforts in the supply chain field under the guidance of the Anhui Provincial Market Supervision Administration and the Anhui Provincial Development and Reform Commission, with strong support from specialized task teams. It has provided crucial support for promoting the high-quality development of Anhui’s modern service industry. The successful convening of this meeting will further consolidate consensus among all parties, deepen practical cooperation, and vigorously advance the standardization of supply chains in Anhui, thereby supporting the development of Anhui’s industries.
Approved by the Anhui Provincial Market Supervision Administration on March 27, 2024, the Anhui Provincial Supply Chain Standardization Technical Committee was officially established under the guidance and support of the Anhui Provincial Development and Reform Commission. The International Institute of Finance serves as the host unit of the Committee’s secretariat. Since its inception, the Committee has closely aligned with the development needs of Anhui’s ten emerging industries, making positive progress in constructing a standard system, promoting standard development, and supporting enterprise innovation. Key achievements include:
1. Establishing a “linkage mechanism” with the Anhui Modern Service Industry Promotion Team, the Office of the Leading Group for Advanced Photovoltaic and New Energy Storage Industry Cluster Construction, the New Energy Vehicle and Intelligent Connected Vehicle Industry Promotion Team, and the New Energy and Energy Conservation Environmental Protection Industry Promotion Team, as well as a “cooperation mechanism” with key industrial enterprises (since August 2025, the Anhui Artificial Intelligence Industry Promotion Office has also participated in the Committee’s development and guidance).
2. Building an “internationally oriented” expert system, with five Committee members, including Chairman Professor Yu Yugang, joining the International Organization for Standardization ISO/TC 344 Technical Committee on Innovative Logistics, actively promoting the implementation of the Committee’s internationalization strategy. Recommendations were made for participation in 26 World Sustainability Standards Organization (WSSO) standards and multiple ISO TC 344 standards.
3. Organizing 17 large-scale promotion events and review meetings, with participation from over 500 key industry and supply chain enterprises. “One-on-one” standard guidance services were provided to empower enterprises and enhance the core competitiveness of key companies such as Gotion High-Tech, Vitron, and Guoyi Technology.
4. Submitting applications for 13 Anhui provincial local standard projects across two batches in 2024 and 2025, three of which have been approved and are soon to be released and implemented.
5. Establishing deep strategic partnerships with 10 national standardization bodies, including the National Information Technology Standardization Committee, the National Robotics Standardization Committee, the National Logistics Standardization Committee, and the China Association for Standardization. Several provincial enterprises were mobilized to deeply participate in the development of over 10 national standards, with two national standards drafted by two provincial enterprises currently under application for approval.
